This research hub brings together the evidence currently available about prisoner transport safety in Canada. It separates established findings from unresolved questions and provides a clear route to the underlying reports, photographs, policies, and access-to-information records.
What this investigation examines
Prisoner transport vehicles move incarcerated people between institutions, courts, hospitals, and other locations. The research asks whether the vehicles and occupied compartments provide adequate collision protection, ventilation, communication, emergency response, and humane conditions without compromising legitimate security requirements.
Current state of the evidence
Established
- The Office of the Correctional Investigator repeatedly raised concerns between 2017 and 2022 about seatbelts, ventilation, communication, emergency egress, and occupant safety in CSC escort vehicles.
- A 2024 CSC bulletin directed institutions to install seatbelts in newer T80R escort vehicles while older vehicles remained in service until replacement.
- Québec confirmed through access to information that identified cellular vehicles have no seatbelts or other occupant-restraint systems and may be used to transport pregnant incarcerated women where applicable.
Not yet established
- Whether the occupied prisoner compartments and seating configurations have been dynamically crash-tested.
- How the newer lift-latch belts perform with side-facing or L-shaped benches and security restraints.
- Whether every vehicle currently used by CSC provides equivalent occupant protection.
Records being sought
